does USnews get the LSAT and GPA directly from LSDAS or from the schools? can schools manipulate , amongst other things, the GPA by rounding/ calculating using UGPA /LSDAS GPA to give a higher score?
It depends on the circumstances and the overall strength of your application. In general, however, I would say “no”. But you need to explain it, and do so in the right context.

you mean in an addendum? the W doesn’t count towards the GPA.
